		<description>Adding an outlet outside or utilizing one that is already outside would be the most cost effective thing to do.  A 15 watt or 20 watt bulb would be adequate, but it has to be incandescent to produce adequate heat without the potential of getting too hot.  It could be done with solar, there are 12 volt Mazda based lightbulbs like you normally find in the home but you would need a large panel of about 75 Watts or greater and a pair of decent batteries to be adequately set up.  

A less technological way to do it would be to make something similar to a 2 room dog house so the cat can get out  of the wind and rain, and if insulated with 1 inch of foam and loaded with some hay for the cat to settle into, the cat should be reasonably comfortable at temps a little below zero F if not a bit colder.  Just make sure they have adequate food and water as well.</description>
